This youtube video shows a dip technique for a marbling effect.
   The author notes are in Japanese;-(

I am guesing this is done using water (with cornstarch or borax) and acrylic drops.  But I have no experience with this.

Any ideas on how to replicate this?

Update - After some research I now think this is Ebru
